Anyone know what other instrument or sound they used
with the person that was the voice of the cylon on the show to produce
the effect on the vocoder?

They used a keyboard and the vocoder together

Per Peter Berkos you used a toy like sound effects device as the driver. Those were extremely rare at that time so not many items to select from to find what made it.

I read an article/interview from the guy who made the cylon voices for bsg.
he talked about an instrument played through the keyboard (like a midi sample)
Does anyone know what instrument was used as the "carrier signal?"
was it just a plain vanilla synthesizer sound?
I've done a lot of playing around on that windows vocoder program.
It's kinda buggy but I think I've got some settings that are VERY
close to authentic, but I need that missing piece of the puzzle.
I'll be happy to post a tutorial once thats figured out.
EDIT: AH, looks like a "strings" sound was used.
